Draft Governance Rules and Public Transparency Policy



The Local Government Act 2020 requires Council to implement new Governance Rules governing the conduct of Council and Committee Meetings, election of Mayor and Deputy Mayor, include an Election Period Policy and requirements in how decisions are made.

Yarriambiack Shire Council will conduct a community consultation and statutory notification process in-line with processes set out in section 223 of the Local Government Act 1989:
– Persons will be given 28 days to provide a submission
– An opportunity will be provided to any person to be heard in support of their submission


The Public Transparency Policy formalises Council’s commitment to open and transparent decision-making. It describes which Council information is publicly available, and how to access this information. It also explains when Council information may be confidential or when making it available may be contrary to the public interest.

Any person may make a written submission on the proposed Governance Rules 2020 or the Public Transparency Policy to Council. All submissions received will be considered. Only submissions received by Council by COB 5:00pm on Wednesday, 19 August 2020 will be considered.

Any person may, in their written submission, request to be provided with an opportunity to make a verbal representation, or have someone make the representation on their behalf, in support of their submission.

Submissions will be considered at its Council Meeting to be held on Wednesday, 26 August 2020.

Written submissions should be marked ‘Proposed Governance Rules’ or ‘Proposed Public Transparency Policy’ and be addressed to Bernardine Schilling, Manager Organisational Performance, Yarriambiack Shire Council, 34 Lyle Street, Warracknabeal.

Submission will also be accepted via email to bschilling@yarriambiack.vic.gov.au Submissions received by Council, after removing any personal information, may be included within the relevant Council Meeting Minutes, and made available on Council’s website.
